Master Plan Visioning Chapter available for review

The final draft of the Master Plan Visioning Chapter is now available for review by the public. The Visioning Chapter can be found on the City website and at the Dover Planning Department, Clerk’s Office, and Library. The Planning Board will hold a Public Hearing on the Visioning Chapter on Tuesday, July 24, at 7 p.m., at City Hall in Council Chambers. Members of the public are encouraged to read through the document and to attend the public hearing.

The vision is required by state statute to serve as a guide for the preparation of the rest of the master plan. To fulfill its duty to develop a vision for Dover, the Planning Board established the Master Plan Steering Committee to oversee the effort. The Steering Committee worked with Roger Hawk of Hawk Planning Resources, LLC to serve as consultant to the project.

“It was clear to me from the start that the Steering Committee wanted the vision to reflect not its own voice, but rather that of Dover’s citizens, property owners and business owners,” Hawk said.

Several workshops were held in the spring which were designed to determine what it is that participants saw as Dover’s strengths and challenges, where they wanted to see Dover in 2023 when the City will celebrate its 400th anniversary. In the second phase of the project, workshop participants were asked to start thinking about how to make the vision a reality.

“We think the vision developed is not only reflective of the information gathered at the public meetings, but also very consistent with results generated by past efforts such as the 2007 Dover Listens project,” said Kirt Schuman, Master Plan Steering Committee Chair.

The public hearing on July 24 will be one last opportunity for the public to make their voices heard.

“We strongly encourage everyone to read this document and to attend the July 24th hearing to provide the Planning Board with your comments,” said Christopher Parker, Director of Planning and Community Development. “This document is for Dover’s stakeholders and it’s critical that anyone who wants to participate does. We need your input.”
