MULTI-SPACE METER PROGRAM



This is an update from Parking & Transportation Coordinator Bruce Woodruff letting all downtown parkers know that the new multi-space pay and display meters have replaced the old, outdated coin meter heads. View the maps of the meter locations in the Orchard Street Parking Lot and the Belknap Parking Lot. These meters have also been installed along Henry Law for paying for the angled spaces located between Washington and George Streets. These lots/areas are now pay & display, meaning that a parker needs to find the nearest meter, pay by coin or credit/debit card and then go back and leave the receipt on the dash.

The new meters DO NOT accept bills, only nickels, dimes, quarters and dollar coins, and credit, debit and bank cards to include Visa, MasterCard and Discover. Parkers using cards should allow around 8-10 seconds for their card to be approved by the bank. The meter will let you know as it performs each step; once approved, just hit the green add time button to get your desired amount of paid parking time, and then get your receipt.

It is very important to note that permits are still able to be used in the Orchard lot and that valid permit holders may park ANYWHERE except in the spaces marked private.

START UP DATE WAS MONDAY, JANUARY 4, 2010 IN THE BELKNAP LOT, ORCHARD LOT & HENRY LAW AVENUE ON-STREET SECTION

The City of Dover will activate 9 multi-space, solar-powered parking meters at three locations beginning Monday, January 4, 2010. This is the first time that Dover has purchased parking meters that accept credit and debit cards, one dollar coins, quarters, dimes and nickels. Five of the new meters will be replacing 82 electronic, single space meters that are very near the end of their service life. This is phase one of a two phase state-of-the art, pay and display meter rollout that will cover the central business district, both on-street and public off-street parking, ultimately bringing a system approach to Dover’s parking infrastructure. The system will be reviewed and adjusted as needed by the City’s Parking Commission.

Where Are the Meter Locations?
The three locations are the Orchard Street Parking lot, located between Central Avenue and Chestnut Street, the Belknap Parking lot, located next to the Masonic Temple Building between Central Avenue and Locust Street and the section of Henry Law Avenue between Washington Street and George Street where there are angled parking spaces. The Henry Law location is the only site where there aren’t currently parking meters. You can view these locations on the map below.

What Are the Hours of Operation?

Dover’s multi-space meters are used Monday through Friday from 7 am to 6 pm.

Can I Use the Remaining Time on My Ticket Somewhere Else?

Any time purchased may be used in any of the metered locations’ parking spaces

How Do I Know Where to Pay?

Signs indicating the location of the meters are located throughout the area covered by the meter.

What Are the Meter Rates?

$.25 per 20 Minutes.

$.75 per 1 Hour.

4 HOURS MAXIMUM

The minimum charge for coins is eight (8) minutes for one (1) dime. The minimum charge for card payments will be one (1) hour for seventy five (75) cents. .

How Does It Work?
A driver will insert coins or a credit/debit card into the meter. Once the driver has selected the duration of their stay, they will press the green button to produce the receipt. This receipt must be displayed on the drivers side dashboard so that an enforcement officer may view it.

Mission Statement - Planning Office

To facilitate the process of determining Dover’s long-range development goals and advocate the implementation of these goals once they are established with particular emphasis on economic development; to serve the public as a source of information and data about the community; to develop and fairly administer regulatory processes that apply to development and construction with an emphasis on assisting the public, and to provide expertise for special projects with emphasis on GIS, economic development, transportation and land use.

Major Service Responsibilities for the Planning Office

- Maintain and implement the City’s Master Plan
